The Money Laundering Regulations 2003 dictate that commercial foreign exchange companies are treated as MSBs, formally known as “Money Service Businesses”. MSBs are covered by regulations administered by HM Revenue & Customs (the former “Inland Revenue and HM Customs & Excise”).
